Aidarbek Saparov Reviews Major Agricultural Investment Projects in Kostanay Region

A total of 42 agricultural investment projects worth more than KZT 553 billion are being implemented in the Kostanay Region

Minister of Agriculture Aidarbek Saparov visited the Kostanay Region to review the implementation of major investment projects in the agro-industrial sector. Particular attention was given to enterprises engaged in deep agricultural processing, export expansion, and the development of modern storage infrastructure.

One of the sites visited was KAIZEN LLP, a high-tech enterprise specializing in the processing of pulse crops. The company produces a wide range of products made from peas, red and green lentils, chickpeas, and wheat. The plant has an annual processing capacity of up to 180,000 tonnes of raw materials.

The company's products are exported to Afghanistan, Türkiye, India, Algeria, and Kyrgyzstan.

This year, the company is launching a new project to build a pasta production facility with an annual capacity of 90,000 tonnes. The investment amounts to KZT 7 billion.

Aidarbek Saparov emphasized that the competitiveness of Kazakhstan's agricultural sector depends not only on production volumes but also on the depth of processing, modern storage facilities, and efficient logistics. According to the minister, comprehensive support will be provided, under the instruction of the Head of State, to investors developing high value-added production.

During the visit, the minister also inspected the construction of a modern vegetable storage facility being built by Halyk Agro KST LLP. The facility will have a simultaneous storage capacity of 5,200 tonnes.

The project is one of three new investment projects in the Kostanay Region that received concessional financing this year under the program replicating the successful experience of the North Kazakhstan Region.

Major preparatory work has already been completed, with a significant portion of the steel structures installed. Construction of the building frame and installation of technological sections are currently underway.

Bakir Bekirov, Director of Halyk Agro KST LLP, noted that participation in the "Ken Dala 2" program has enabled the company to expand its production capacity and strengthen its technical infrastructure.

According to him, just five years ago the enterprise was a small family business. Thanks to the consistent support of the Government and the Ministry of Agriculture, the company has been able to increase production volumes and invest in further development.

The Kostanay Region continues to strengthen its investment potential in agriculture. Under the 2026–2028 Roadmap, the region has formed a portfolio of 42 investment projects with a total value of KZT 553.1 billion.

In 2026, six major facilities worth KZT 34.9 billion are scheduled to be commissioned, including five dairy farms and a modern food production complex.

Local agricultural producers are actively using government support measures. Under the "Ken Dala 2" program, more than 569 farms received concessional financing totaling KZT 52 billion for spring fieldwork and harvesting.

The financing made it possible to provide the necessary resources for 662,500 hectares of cropland.

Significant support is also being provided for the modernization of agricultural machinery. Under the concessional leasing program, 499 contracts have been signed for the purchase of 641 units of agricultural machinery worth KZT 40.7 billion.

The total sown area in the Kostanay Region this year reached 5.54 million hectares, including 4 million hectares of grain and pulse crops, 887,000 hectares of oilseeds, 559,000 hectares of forage crops, and 10,800 hectares of potatoes.

To support the sowing campaign, local farmers received 73,200 tonnes of subsidized diesel fuel.

Summing up the working visit, Aidarbek Saparov stressed that agricultural producers today have access to a broad range of government support instruments.

The minister emphasized that local executive authorities must ensure strict control over the implementation of every investment project, the timely utilization of public funds, the completion of construction projects, and proper preparation for the upcoming harvesting campaign.
