Forward financing for farmers may be expanded to curb inflation

New support instruments for farmers are expected to strengthen the stability of the regional food market

The Akimat of the Kostanay region has submitted for public discussion a draft of updated Rules for implementing mechanisms to stabilize prices for socially significant food products. The document was developed in accordance with the law “On State Regulation of the Development of the Agro-Industrial Complex” and is aimed at creating a more flexible and transparent system for regulating prices in the region. One of the key innovations of the proposed changes is the expansion of the practice of forward financing, the regional Chamber of Entrepreneurs “Atameken” reported.

Under the new mechanism, agricultural producers and processing enterprises will be able to receive advance payments of up to 70% of the value of future products.

According to the Chamber of Entrepreneurs, this approach addresses two objectives simultaneously: farmers receive working capital to carry out field work, while the region secures guaranteed supplies of food products during the difficult off-season period at pre-agreed prices.

An additional mechanism for price stabilization will be the regulation of the maximum trade margin, which should act as an effective barrier against unjustified increases in food prices.

The region also plans to shift to more targeted support using modern digital solutions. The project предусматривает the introduction of digital food vouchers through the “social wallet” system. Recipients of targeted social assistance will be able to purchase socially significant food products each month with a discount equal to one monthly calculation index for each family member through the digital voucher system.

To prevent speculation, the movement of all goods from the stabilization fund will be tracked through a dedicated traceability information system. This will allow monitoring the path of products — from the field or warehouse to a specific retail shelf — in real time.

Public discussion of the draft continues, allowing representatives of the expert community and residents of the region to submit their proposals before the final version of the document is approved.
