KazAgroFinance Waives Penalties and Fines for Farmers

Financial relief for farmers through leasing penalty write-offs

JSC KazAgroFinance (KAF) has announced the launch of a large-scale program aimed at improving the financial condition of its borrowers. Under the initiative of the Baiterek Holding, farmers are offered a full write-off of accumulated penalties and fines, provided that the principal debt is fully repaid.

From January 15 to March 1, 2026, Kazakhstan is conducting a preferential debt settlement campaign. The program is designed to ease financial pressure on farmers and create conditions for their exit from “credit bondage” without additional reputational or material losses.

The key feature of the current campaign is its unprecedented scope. A 100% write-off of accrued penalties and fines is available to all categories of clients with obligations under financial leasing agreements.

Key requirements for penalty cancellation include:

  • Full settlement: Borrowers must fully repay the principal debt and accrued remuneration (interest) under the contract.

  • Flexible repayment schedule: Repayment may be made in installments, provided the full amount is settled by March 1, 2026.

  • Consideration of court cases: The program also applies to clients whose cases have already been decided by courts. In such cases, it is sufficient to repay the debt amount approved by the court, excluding accrued penalties.

The decision by KazAgroFinance’s management is driven by the need to strengthen payment discipline in the agricultural sector. Experts note that such measures allow agribusinesses to “clean up” their balance sheets and restore access to further financing.

The company emphasizes that the strategic goal of the campaign is not merely debt collection, but real support for agricultural producers. The cancellation of penalty sanctions enables farmers to redirect saved funds toward preparation for spring fieldwork, fuel procurement, and equipment renewal.

The action plan for borrowers has been significantly simplified. To take advantage of the penalty write-off, borrowers must:

  1. Submit a relevant application to the KazAgroFinance branch at the place of contract registration.

  2. Reconcile the outstanding debt.

  3. Ensure the transfer of funds before the end of the campaign period.
