Kazakhstan Can Export Meat, Flour and Other Products to the UAE Duty-Free
The EAEU–UAE agreement provides for the elimination and reduction of import customs duties on more than 85% of tariff lines
The Economic Partnership Agreement between the Eurasian Economic Union (EAEU), its member states, and the United Arab Emirates (UAE) entered into force on October 6, 2026.
The agreement was signed on June 27, 2025. In Kazakhstan, it was ratified by Law of the Republic of Kazakhstan No. 338-VIII ZRK dated July 8, 2026.
The agreement aims to promote bilateral trade by eliminating and reducing import customs duties on more than 85% of tariff lines. It also provides for the simplification of trade procedures between the parties.
According to Kazakhstan's Ministry of Trade and Integration, the new conditions allow domestic exporters to supply a range of agricultural and industrial products to the UAE market without paying import customs duties.
The list of products eligible for duty-free access includes lamb, dried leguminous vegetables, chicken meat, beef, wheat flour, confectionery products, other food products, and additional categories of goods.
In addition to tariff preferences, the agreement regulates a wide range of trade and economic cooperation issues. In particular, the document contains provisions on customs cooperation, the application of trade defense measures, and the determination of the origin of goods.
Separate sections address technical barriers to trade (TBT), sanitary and phytosanitary measures (SPS), as well as intellectual property protection.
Furthermore, the agreement includes legal and institutional provisions and provides for the development of sectoral cooperation, expanded interaction between representatives of small and medium-sized businesses, and stronger ties in electronic commerce.
Kazakhstan's Ministry of Trade and Integration expects that establishing a comprehensive preferential trade regime will make it possible to utilize the potential of mutual trade more effectively.
According to the ministry, implementation of the agreement will contribute to the further development of trade and economic relations between Kazakhstan and the United Arab Emirates and help bring them to a new level.
