Ministry of Agriculture strengthens oversight of the Comprehensive Livestock Development Plan
KZT 43 billion has been allocated to the regions for the purchase of 34,500 farm animals, but project implementation remains uneven
The implementation of the Comprehensive Livestock Development Plan through 2030 was the main topic of a meeting chaired by Kazakhstan's Minister of Agriculture Aidarbek Saparov. Representatives of financial institutions, structural divisions of the Ministry of Agriculture, and deputy akims of the regions took part in the discussion.
The minister stated that the government has established a full range of financial instruments to support livestock development. Preferential lending programs "Igilik," "Bereke," and "Zhailau" are being implemented under the Comprehensive Plan. In addition, concessional financing for working capital has been expanded across all livestock sectors.
Aidarbek Saparov noted that participation requirements for programs implemented through Social Entrepreneurial Corporations have been significantly simplified following proposals from farmers. Therefore, regional authorities must improve project selection and carefully assess the readiness of each project before implementation.
According to the minister, regional commissions under local administrations and financial institutions will be responsible for the efficient use of public funds and the repayment of concessional loans. Every project must undergo a comprehensive risk assessment before financing decisions are made.
Vice Minister of Agriculture Amangaliy Berdalin reported that KZT 43 billion has already been allocated to the regions for the purchase of 34,500 head of livestock.
However, project review and launch remain slow in several regions. Aidarbek Saparov instructed local authorities to accelerate the process, provide individual support for every project, and prevent state funding from being allocated to projects that are not fully prepared for implementation.
The meeting also focused on involving large crop-producing farms in livestock development. Kazakhstan currently has 329 land users with more than 10,000 hectares of land that do not own livestock despite having sufficient land resources and production capacity to establish a full production cycle.
The minister reminded participants that expanding livestock production at such enterprises is a task set by the President and the Prime Minister. Regional administrations were instructed to intensify cooperation with these large land users as soon as possible and involve them in livestock production.
Participants also reviewed preparations for the upcoming winter season. According to regional data, 16 million tonnes of fodder have already been prepared. However, fodder harvesting in several regions remains below planned levels.
Following the meeting, Aidarbek Saparov instructed regional authorities to ensure the effective implementation of the Comprehensive Livestock Development Plan through 2030, strengthen oversight of investment projects, accelerate efforts to involve large land users in livestock production, increase fodder harvesting, maximize the use of available hayfields, and build sufficient feed reserves for the upcoming winter.
