A trilateral memorandum signed to regulate meat prices

The document provides for priority saturation of the domestic market and a fixed selling price from producers

On April 15, the Ministry of Trade and Integration, together with the Ministry of Agriculture and the Union of Livestock Breeders of Kazakhstan, signed a trilateral memorandum of cooperation aimed at stabilizing beef prices. The document is based on the mutual interest of the parties in ensuring price stability in the domestic market, preventing social tension, and increasing business responsibility.

Under the terms of the memorandum, the Union of Livestock Breeders undertakes to prioritize the supply of meat products to the domestic market and prevent shortages. In addition, at least 15% of the export volume of beef is to be supplied to the domestic market through retail chains. The union will also coordinate the activities of accredited exporters and ensure the supply of beef at a fixed producer price of 3,275 tenge per kilogram, excluding VAT.

It is noted that this price represents the producer’s selling price and does not reflect the final retail cost. Retail prices are influenced by additional costs, including transportation, storage, loading and unloading operations, and other operational expenses.

Within the framework of the memorandum, the Ministry of Agriculture will consider industry proposals when shaping state policy and may allow an increase in export quotas provided the domestic market is fully supplied.

The Ministry of Trade and Integration, in turn, will monitor prices in the domestic market, coordinate interaction with retail chains, facilitate direct supply contracts between producers and retailers, and ensure compliance with the permissible level of trade margins.
