President of Kazakhstan Kassym-Jomart Tokayev has instructed the government to introduce effective long-term financing instruments for the agro-industrial complex to stimulate investment activity. The head of state made the announcement during his annual Address to the People of Kazakhstan, titled "Kazakhstan's Current Priorities in a New Historical Cycle."

According to the president, Kazakhstan's agro-industrial complex grew by approximately 6% in 2025, while the sector's production volume reached 15 trillion tenge. At the same time, the amount of concessional financing increased from 1 trillion to 1.5 trillion tenge compared with the previous year.

Despite the expansion of government financial support, some of the allocated funds are being used to cover operating expenses and replenish working capital. In this regard, the head of state emphasized the need to establish a financing system focused on the long-term development of agricultural production.

Kassym-Jomart Tokayev noted that farmers require a comprehensive approach to financing that would allow them to plan their activities over an extended period. The government has been instructed to develop effective mechanisms for providing agricultural producers with long-term investment resources.

The president also paid particular attention to the implementation of investment projects in the food industry. Specifically, Baiterek Holding has compiled a list of promising initiatives with a total value exceeding 500 billion tenge.

The head of state stressed that, to implement these projects, work must begin without delay to secure financing on accessible and favorable terms.

The president identified the technological modernization of the agro-industrial complex as another important priority. In particular, he highlighted the need to increase domestic production of modern, technologically advanced tractors and combine harvesters in Kazakhstan.

According to Kassym-Jomart Tokayev, addressing this task requires prompt action and will help improve the efficiency of agricultural production.
