🏦 Ministry of Finance Unable to Fully Repay Subsidy Debts to Farmers by Year-End  

Funding will be provided gradually

 

1️⃣ The Ministry of Finance will not be able to fully allocate 194.8 billion tenge needed to cover subsidy debts to farmers by the end of this year. Funding will be provided gradually.

2️⃣ The total subsidy debt amounts to 359.1 billion tenge, of which 194.8 billion are approved applications from farmers awaiting payment.

3️⃣ Outstanding debts for this year will be carried over to 2025, despite the planned 400 billion tenge in subsidies allocated in next year’s budget.

 

The Ministry of Finance of Kazakhstan has announced its inability to allocate 194.8 billion tenge required to repay subsidy debts to agricultural producers by the end of this year. This was stated by Minister of Finance Madi Takiev during a plenary session of the Mazhilis of Parliament, where he clarified that funding would be provided in stages, involving not only the republican but also local budgets.

 

According to Deputy Zhiguli Dairabayev, the total subsidy debt currently stands at 359.1 billion tenge. Of this amount, 194.8 billion tenge are applications that have already been reviewed by the Ministry of Agriculture and approved in the subsidy information system. The deputy stressed that these funds should have been paid long ago and questioned whether the debt would be fully resolved by year-end.

 

Minister Takiev noted that 400 billion tenge in subsidies are planned for the agricultural sector in the 2025 republican budget. However, this year’s debts will be carried over to the next year. He added that the issue of subsidy payments has persisted for many years and remains challenging to resolve promptly. Although he did not specify exact timelines for funding, he assured that efforts to address the issue would continue.
