Aidarbek Saparov and China’s CITIC Construction discussed a deep grain processing project, starting with starch sugar production



Minister of Agriculture of the Republic of Kazakhstan Aidarbek Saparov met with Yan Jianjiang, Chairman of the Board of the Chinese company CITIC Construction Co., Ltd, to discuss the launch of a joint grain processing project in Kazakhstan.
At the first stage, the production will focus on starch sugar. The investment volume is estimated at $1.1 billion, and the annual processing capacity of the future plant will be approximately 700,000 tons of grain.

Saparov reaffirmed the government's readiness to provide all necessary conditions for the successful implementation of investment projects. Support measures include subsidies of up to 50% for construction and modernization, as well as tax incentives for project participants. According to the minister, such support is aimed at increasing Kazakhstan's attractiveness for large foreign investors.

In turn, Yan Jianjiang emphasized Kazakhstan’s rich raw material base and well-developed infrastructure, making it an advantageous location for industrial production. He expressed interest in establishing special economic zones and launching joint ventures in the agricultural sector. Chinese partners are also exploring investment opportunities in livestock projects.

As a result of the meeting, the parties agreed to create a joint working group to develop investment plans in detail and conduct market analysis. This coordinated effort is expected to accelerate the project’s implementation and ensure its commercial viability.
