Build a Meat Processing Complex with an Annual Capacity of Over 18,000 Tons in Astana
The new processing facility will create jobs and expand the export potential of Kazakhstan’s meat products
Construction of a modern meat processing plant operated by Astana ETKOM LLP is underway in the Industrial Park of Astana. The project is being implemented with the support of the Government of Kazakhstan and the Astana City Administration as part of the Head of State’s directives aimed at developing agricultural processing and increasing the production of goods with high added value. Prime Minister of Kazakhstan Olzhas Bektenov inspected the progress of the construction.
The total investment in the project amounts to 8 billion tenge. Financing is provided through loans obtained under state business support programs, as well as through investors’ own funds. The facility is scheduled to be commissioned in the second quarter of 2026.
Once operational, the plant will be capable of producing up to 50 tons of finished products per day, or more than 18,000 tons annually. Raw materials will be sourced from domestic producers, including Aitas JSC, KazBeef LLP, and farming enterprises from various regions of the country. The product range will include sausages, meat delicacies, semi-finished products, and chilled meat products.
During the initial stage, the project will create up to 100 jobs. After reaching full production capacity, the workforce is expected to grow to 300 employees. To ensure a qualified workforce, the company has organized training programs for students from colleges and other educational institutions with opportunities for subsequent employment.
The new meat processing plant is designed to serve both the domestic market and export destinations.
During his working visit, Olzhas Bektenov also visited the production facilities of RnR Group LLP, which manufactures bakery and dairy products. The total investment in these projects amounts to 8.8 billion tenge.
The Prime Minister was informed that the projects are aimed at expanding processing capacities, increasing the production of domestically manufactured food products, and strengthening the capital’s food security. The facilities have production capacities of up to 25 tons of bakery products and 100 tons of dairy products per day.
In particular, the dairy processing plant will produce milk, kefir, sour cream, yogurt, and other dairy products. The project provides for the processing of up to 100 tons of milk per day, with the possibility of further increasing production volumes. The plant’s product portfolio will include approximately 350 product items. The project is valued at 6 billion tenge. The facility was commissioned in 2026, and the first products are expected to be released in August of this year.
Both enterprises utilize their own raw material base. Their products will be supplied to retail chains, social institutions, and other facilities across the capital.
The implementation of these projects is part of the systematic efforts of the Government and the Astana City Administration to fulfill the Head of State’s instructions on expanding processing capacities, strengthening food security, and increasing the share of domestic products in the local market.
In 2025–2026, Astana commissioned two vegetable storage facilities with a total capacity of 12,000 tons and three processing plants with a combined annual production capacity of 53,000 tons. Contracts have also been signed for the supply of 18,000 tons of vegetables.
Over the next two years, the city plans to launch seven additional investment projects in the agricultural sector worth 180 billion tenge, creating approximately 1,600 jobs.
According to Olzhas Bektenov, deep processing remains one of the key priorities for the development of the agricultural sector. Following the President’s instructions, the Government continues to strengthen support measures for the industry, including infrastructure development, modernization of the veterinary system, and improvement of control mechanisms. Kazakhstan’s achievement of foot-and-mouth disease-free status opens additional opportunities for livestock development and export expansion. Combined with a stable raw material base and strong harvests in recent years, these factors create favorable conditions for increasing processing volumes, expanding the production of finished goods, and promoting Kazakh products in both domestic and international markets.
