Russian Ministry of Agriculture Extends Duty-Free Export Regime for Key Grain Crops

Extension of Duty-Free Grain Export in Russia

For the second consecutive week, Russian grain exports will be carried out without any tax burden. According to the latest calculation by the Ministry of Agriculture of the Russian Federation, export duties on key agricultural commodities — wheat, barley, and corn — will remain at zero starting from January 21.

The regulator’s decision is based on a decline in global price benchmarks, which serve as the basis for calculating the floating export duty. An analysis of current indicators shows a downward trend across all three commodities:

  • Wheat: The indicative price has been adjusted to USD 227.7 per ton, down from USD 229.2 in the previous period.

  • Barley: Recorded the most significant decline, falling to USD 203.8 per ton compared to USD 219.6 previously.

  • Corn: The price has been fixed at USD 199.6 per ton, versus USD 200.6 in the prior calculation.

The zeroing of the fiscal burden on exporters will remain in effect through January 27 inclusive. This measure is обусловлена by the fact that current grain market prices do not reach the threshold levels required to activate the so-called “grain damper” mechanism.

Such market conditions create a favorable window of opportunity for foreign trade participants, enabling them to realize their export potential without additional costs associated with export duties amid global market volatility.
