Saparov and Lut Agreed on Lifting Restrictions on Kazakh Grain Imports to Russia

Agriculture ministers of Kazakhstan and Russia discussed lifting mutual restrictions, strengthening cooperation in agriculture, and establishing an agri-biotech park.

Kazakhstan’s Minister of Agriculture Aidarbek Saparov and Russia’s Minister of Agriculture Oksana Lut held a meeting in Moscow to address mutual agricultural trade, including lifting previously imposed restrictions. As a result of the talks, a cooperation plan for the development of agricultural trade was signed. The plan includes ensuring favorable conditions for mutual food supplies and integrating information systems in veterinary and phytosanitary control.

According to Kazakhstan’s Ministry of Agriculture, agricultural trade turnover between Kazakhstan and Russia reached $3.4 billion in the first 11 months of 2024, up 4.3% compared to the same period last year.

“Kazakhstan’s agricultural exports to Russia are growing every year. By the end of the first 11 months of 2024, exports amounted to $502.9 million. We are interested in expanding our presence in the Russian market and are ready to intensify work in all areas,” said Aidarbek Saparov.

The parties also discussed lifting restrictions on the import and transit of livestock and crop products. Kazakhstan has already lifted all its restrictions, while Russia’s Rosselkhoznadzor removed temporary restrictions on tomato imports from 36 Kazakh enterprises. Talks on other restrictions are ongoing.

Additionally, the signed cooperation plan includes collaboration in scientific and technological development. Several Russian research institutions and universities have expressed interest in partnering with Kazakh colleagues. The plan also includes the creation of an agri-biotech park and other initiatives.
