Kazakh Farmers to Gain New Support Instruments Through the EAEU
Priorities include breeding, livestock, processing, and agro-industrial infrastructure

The Eurasian Economic Commission (EEC) has initiated the development of new financial support measures for the agro-industrial complex of EAEU member states. The initiative aims to expand the current mechanism for supporting cooperative projects, which previously covered only the industrial sector. Now, a similar approach is planned for agriculture.
According to the Ministry of Trade and Integration of Kazakhstan, this initiative is based on a comprehensive analysis of the agricultural sector in the EAEU countries. Given the strategic importance of the agri-food sector for Kazakhstan’s economy, the following priority areas have been identified:
• Improvement of plant breeding and seed production;
• Sustainable development of animal husbandry;
• Stimulation of agricultural product processing;
• Development of agro-industrial infrastructure.
At present, the EEC, together with member states, is working on amendments to the EAEU's regulatory framework. One of the key steps will be the development of a special regulation that will define the selection criteria for cooperative projects and the conditions for financial support.
It is expected that the results of this work will be presented to the heads of government of the EAEU member states at the next meeting of the Eurasian Intergovernmental Council, scheduled for the second half of this year.
The ministry emphasizes that the implementation of financial support instruments in the agro-industrial sector will open up new opportunities for Kazakh farmers. It will enable them to build cooperative ties with businesses from other EAEU countries, implement local technologies, strengthen supply chains, and optimize resource use.
To recall, a financial support mechanism for cooperative industrial projects has been in force within the EAEU since 2024. It provides for the subsidization of interest rates on loans and credits issued by financial institutions from the Union’s budget. Extending this model to agriculture has been repeatedly supported at the highest levels of leadership among EAEU states.
