Agro Sector Investment: Half-Year Results
Kazakhstan’s agro-industrial complex is demonstrating strong investment momentum. According to the results for the first half of 2025, capital investments in the sector reached 616.6 billion tenge, marking a significant step in the implementation of the large-scale three-year Agro-Industrial Development Roadmap.
As reported by the Ministry of Agriculture, these funds are part of an ambitious plan to attract 3.4 trillion tenge by the end of 2027. The financial inflows have already enabled the launch of more than 50 new investment projects, mainly in the Turkestan, Almaty, and Kostanay regions.
The investment structure for the first six months is as follows:
• 442.7 billion tenge was directed into the core areas — agriculture and fisheries.
• 104.2 billion tenge was invested in food production.
• 69.7 billion tenge was allocated to the beverage manufacturing sector.
At a recent government meeting dedicated to the half-year results, Minister of Agriculture Aidarbek Saparov emphasized that despite the strong start, the bulk of the work still lies ahead. He highlighted the need to intensify efforts to attract the remaining 2.7 trillion tenge.
The minister issued a clear directive to regional authorities: ensure full implementation of the Roadmap and the timely commissioning of all projects scheduled for 2025.
However, investment activity across regions remains uneven. The leaders in capital attraction were Shymkent, Almaty, and the regions of Aktobe, North Kazakhstan, Turkestan, Almaty, Akmola, and Abai. Meanwhile, Astana, East Kazakhstan, Atyrau, Mangystau, and Ulytau regions showed a lower rate of fund absorption, requiring additional attention from local executive bodies.
Successful implementation of the roadmap is expected not only to modernize the agro-industrial sector but also to strengthen the country's food security, laying a solid foundation for further economic growth.
