President Signs Law on the Register of Domestic Producers and Abolition of ST-KZ Certificates

The Register of Kazakhstani Producers is being introduced — access to public support and procurement will require registration



On May 19, the Akorda announced that the President of Kazakhstan had signed the Law “On Amendments and Additions to Certain Legislative Acts on the Determination of the Country of Origin of Goods.”

The document introduces the Register of Kazakhstani Manufacturers as a part of the e-government information and communication infrastructure. The register will include data on domestic producers and the goods they manufacture. Being listed in the Register will provide companies access to government support measures and eligibility to participate in public and quasi-public sector procurements.

With the implementation of the Register, ST-KZ certificates and industrial certificates—previously used to confirm the origin of goods—will be abolished. In addition, administrative liability for violations related to the issuance of expert opinions will be removed.

The law also introduces a new type of agreement – the guaranteed procurement contract, aimed at supporting industrial development. Under this mechanism, processing industry enterprises will be able to enter into long-term agreements for the supply of goods produced on existing production facilities in guaranteed volumes.

The document also provides for the introduction of a Unified Classifier of Goods, Works and Services, designed to establish a standardized system of codes and names. This will ensure the unification of classifiers, detailed categorization of goods and services, traceability of product turnover, and accurate classification. Expected outcomes include the reduction of the shadow economy and simplification of classification procedures.
