Food Corporation May Become the Sole Wheat Importer in Kazakhstan
Draft amendments to wheat import rules will remain under discussion until September 14
Kazakhstan's Ministry of Agriculture has prepared a draft order providing for changes to the existing restrictions on wheat imports into the country.
The amendments are proposed to the Ministry of Agriculture's Order No. 273 dated July 11, 2026, “On the Introduction of a Ban on the Import of Wheat into the Territory of the Republic of Kazakhstan by Road, Water and Rail Transport.”
According to the draft, Kazakhstan plans to impose a six-month ban on imports of wheat classified under the EAEU Foreign Economic Activity Commodity Nomenclature code 1001, both from third countries and from member states of the Eurasian Economic Union. The restrictions will apply to shipments by road, water and rail transport.
The only exception proposed is to retain the possibility of importing wheat by rail for JSC National Company Food Contract Corporation.
Thus, if the amendments are adopted, processing enterprises, poultry farms and licensed grain elevators, which were previously included among the exemptions, will no longer be able to independently import wheat into Kazakhstan.
The draft order is expected to remain under discussion until September 14.
The document is expected to enter into force on the date of its first official publication.
