In the Mendykary district of Kostanay region, Vice Premier Serik Zhumangarin held a meeting with local farmers. Many of them had recently participated in an expanded meeting with Prime Minister Olzhas Bektenov on September 23, where measures to support the agricultural sector were discussed.
The government is gradually increasing funding volumes for agricultural work. The volume of concessional financing for spring-autumn fieldwork will be increased to 700 billion tenge, of which about 40% is guaranteed through the "Damu" fund. Additionally, the volume of leasing loans for agricultural machinery will grow from 100 to 200 billion tenge, ensuring that agrarians have the necessary resources. In total, support for conducting annual agricultural fieldwork will reach 900 billion tenge. This year, there are plans to start financing the spring fieldwork for 2025.
Farmers expressed wishes regarding early financing, citing the rise in resource prices at the beginning of the year. In response, the government intends to start the allocation of funds in November-December this year, increasing the volume of concessional financing under the "KenDala" program to 200 billion tenge for the next year. Moreover, eight new areas for lending will be added, including meat livestock farming, industrial greenhouses, fruit storage facilities, fish farming and processing enterprises, packaging production, and deep processing of agricultural products.
In total, taking into account revolving and investment funds, including concessional financing through second-tier banks and other financial institutions, the volume of state support will amount to 1.3–1.4 trillion tenge. In return, the government sets requirements for farmers, which include compliance with agrotechnologies, application of fertilizers, use of quality seeds, and equipment renewal. These measures aim to increase the productivity of the agricultural sector, allowing for a stable harvest of about 20 million tons per year.
Farmers positively received the prospect of early financing of fieldwork and showed interest in the cost of forward purchasing of 4th-class wheat, which is expected in large volumes in the region. The government intends to promptly announce the price for this type of product to facilitate farmers' planning.
Additionally, the Vice Premier invited farmers to participate in the Kazakhstan-Afghanistan business forum, which will take place in Almaty in the second half of October. During his trip, Zhumangarin also visited the village of Kharkovskoye, where he became acquainted with the vegetable harvesting process at the "Terra" farm and its storage capacities. The Vice Premier also visited LLP "Kazakh Tulpar," which is engaged in preserving and breeding the Kostanay horse breed. The government plans to develop a program for the modernization of the stud farm with the attraction of private investments within the framework of the institute of horse breeding being established in Kazakhstan.
