New Rules for Managing the Fodder Fund


The Ministry of Agriculture of Kazakhstan has approved new rules for managing the fodder fund, aimed at ensuring stable supplies of feed grain for livestock and poultry farming. The document will come into force on September 2, 2025, and establishes clear mechanisms for the procurement, storage, sale, and exchange of fodder.

According to the new rules, the grain market operator will be responsible for managing the fodder fund. Its key tasks will include maintaining a stable reserve of feed grain, as well as its procurement and sale at the expense of budgetary funds. This will ensure the provision of feed to livestock and poultry farms, as well as enterprises producing compound feed.

How will the fodder fund work?
• Storage: Feed grain will be stored at grain-receiving enterprises that are licensed for warehousing activities and can issue grain receipts. The operator will conclude contracts with them to guarantee the safety of reserves.
• Sales: The sale of feed grain will take place from March 1 to September 1 each year. To this end, the authorized body must send the operator a written request indicating the volumes, recipients, and types of crops. This request, in turn, will be formed based on applications from local executive authorities.
• Fund maintenance: To keep the fund relevant and of high quality, the operator will carry out regular renewal. If by September 1 not all reserves have been sold, the operator has the right to sell up to 65% of the total volume at market prices. Grain exchange between classes and crops is also allowed to maintain quality.
• Reporting: The operator will submit quarterly reports to the authorized body on the status of the fodder fund, no later than the 5th day of the month following the reporting period.

The adoption of these rules is of great importance for the country’s agro-industrial complex. They create a reliable mechanism designed to prevent feed shortages during the off-season and ensure uninterrupted supplies for key agricultural sectors. The introduction of clear and transparent procedures is intended to stabilize the feed grain market and support Kazakhstan’s food security.
