Kazakh Exporters Face a New Phase: Increased Budget, Digital System, and Closer Dialogue with Businesses

In 2025, Kazakhstan significantly expanded its program of state support for export-oriented businesses. According to QazTrade, the national operator for foreign trade development, the budget allocated for these measures has been increased to 6.8 billion tenge. These resources are primarily aimed at promoting non-resource exports and strengthening the presence of small and medium-sized enterprises (SMEs) in foreign markets.
As noted by QazTrade, the current year marks a shift toward a proactive approach in supporting exporters. Assistance will now be provided not only during export operations but also at the preparatory stages—including marketing, packaging, certification, and product adaptation to meet international standards.
Special focus in the new strategy is placed on small and medium-sized businesses, which are seen as the main drivers of growth in the non-commodity export sector. QazTrade emphasizes that, given the characteristics of this segment, state support will be not only compensatory but also systemic and anticipatory, helping companies before they enter foreign markets.
To improve access to support mechanisms, a new digital IT ecosystem will be introduced. This platform will consolidate the application process, status tracking, and access to support tools into a single “digital window.” The goal is to reduce bureaucratic barriers and streamline communication between businesses and government bodies.
According to Azamat Kusainov, Managing Director of QazTrade, active work is underway to revise current rules and develop new support mechanisms. He stressed the importance of business community participation in shaping these reforms. All proposals and feedback from entrepreneurs will be taken into account, and public meetings with exporters are planned in the near future.
"Our goal is not just to reimburse expenses, but to build a sustainable foundation for the long-term growth and competitiveness of Kazakhstan's exports," QazTrade highlighted.
The increase in funding and shift toward a proactive support model signals a move toward a more mature and result-oriented export promotion policy. This is particularly relevant amid global shifts in logistics and rising international competition.
