New development strategies: How Kazakhstan plans to strengthen its position in the global agricultural market

On the platform of the National Chamber of Entrepreneurs "Atameken" held a meeting with the participation of Vice-Ministers Yerbol Taszhurekov and Azamat Berdalin, where the main problems and barriers in the processing and export of agricultural products were discussed. During the meeting it was noted that Kazakhstan's market of 20 million people is not able to provide significant volumes of processing without export orientation. The participants emphasized the importance of interaction with farmers producing raw materials and the need to provide them with decent remuneration for their labor.

Kayyrzhan Nauryzgaliyev, representative of the company "Meat Industry", shared that livestock farmers are ready to give preference to Kazakhstani processors, but competitive offers from neighboring countries attract them with high prices. One of the main reasons for higher foreign prices is the complex use of carcass components, including hides and by-products. Taszhurekov mentioned that last year the export duty on cattle hides was reduced, and now the issue of its complete abolition is being considered.

Azamat Shalmagambetov, head of MP4, raised the issue of taxation, pointing to the problem of primary VAT for private farms, which makes products less competitive. In his opinion, the right tax regimes could stimulate the development of procurement offices.

Chairman of the Dairy Union of Kazakhstan Vladimir Kozhevnikov noted the difficulties of importing dairy products of the second processing, emphasizing the need for a comprehensive plan for the development of the industry. The meeting also discussed the development of logistics, improving technologies to increase the shelf life of products and increasing access to working capital.

At the end of the event, Zhiguli Dairabaev, Chairman of the APC Committee of the NPP, deputy of Majilis, assured that all proposals will be collected in writing and taken into account in the future work of the Ministry of Agriculture of the Republic of Kazakhstan.
