Rail Transport Restrictions to China: KTZ Temporarily Halts Empty Platform Dispatches

From April 1–30, KTZ is banning the dispatch of empty flatcars through Altynkol – Khorgos and Dostyk – Alashankou crossings


From April 1 to April 30, 2025, JSC "NC Kazakhstan Temir Zholy" (KTZ) is introducing a temporary ban on the dispatch of empty flatcars from all railway stations in Kazakhstan to the interstate junctions "Altynkol – Khorgos" and "Dostyk – Alashankou." These border crossings, located along the Kazakhstan-China border, play a vital role in transit and export-import freight between the two countries.

According to the company, the restriction is due to the critical accumulation of railcars at Altynkol and Dostyk stations. At present, a significant number of wagons have accumulated, including 19 trains with empty flatcars that have been sidelined. This situation risks further logistical delays and the overloading of infrastructure at key transit points.
The temporary measure aims to stabilize the situation and prevent further deterioration of transport operations on the eastern route. Once the throughput capacity at the junctions is normalized, shipments are expected to resume as usual.

For participants in the agricultural market who rely on rail logistics to deliver products to China, this means the need for rapid adjustment of shipment plans and a more flexible approach to cargo routing. This is especially relevant during the sowing season and a period of high export activity.
