Russia to Introduce a Surcharge Coefficient on Rail Freight Tariffs to Latvia, Estonia and Finland

The Association of Carriers explained the details of the new Russian Railways tariffs

Starting from June 1, Russia will introduce a surcharge coefficient on rail freight transportation tariffs in the direction of Latvia, Estonia, and Finland. This was reported by the Association of Kazakhstan Freight Railway Carriers.

According to the association, a coefficient of 2 will be applied to transportation tariffs. The new tariff conditions apply to cargo transportation through land border crossings between Russia and Latvia, Estonia, Finland, as well as through Belarus for further transportation of goods to Latvia and Estonia.

The Association clarified that the surcharge coefficient will affect all categories of cargo. The changes will apply both to transportation carried out by private train formations and to tariffs for the use of Russian Railways locomotives and infrastructure. The new rules will come into force on June 1, 2026.

At the same time, the organization emphasized that transit transportation between Kazakhstan and Latvia continues to be carried out according to the CIS Tariff Policy rates. Therefore, the order of the Federal Antimonopoly Service of Russia regarding the application of the surcharge coefficient does not apply to this segment of transportation.
