In Kazakhstan, measures to eliminate the “black market” of water have been approved

The authorities of Kazakhstan are aiming for full control over water usage and the implementation of water-saving technologies

In Kazakhstan, a plan has been prepared to eliminate the “black market” of water. The document was developed by the Ministry of Water Resources and Irrigation in cooperation with the General Prosecutor’s Office and includes a range of comprehensive measures. These include auditing water resources, creating maps of areas with a high risk of illegal water withdrawal, checking the use of funds allocated for the development of water management infrastructure, implementing water-saving technologies, and anti-corruption initiatives, the press service of the Ministry of Water Resources and Irrigation reported.

To implement the plan, interdepartmental working groups will be established at the republican and regional levels, including law enforcement officers with the necessary operational authority.

Special attention is being paid to the digitalization of irrigation water management: the introduction of electronic accounting systems is planned, as well as the use of satellite and digital monitoring tools. Interdepartmental cooperation will be strengthened, and data exchange between state and law enforcement agencies will become mandatory.

The ministry also intends to monitor compliance by agricultural producers with water use limits and the achievement of target indicators for crop diversification.

Minister of Water Resources and Irrigation Nurzhan Nurzhigitov emphasized: “Last year showed that the eradication of the ‘black market’ of water requires comprehensive measures, namely coordinated actions between authorized state and law enforcement bodies. The support of the prosecutor’s office, as the core of the law enforcement system, is extremely important. No violator of the law should escape responsibility. I am confident that the developed Roadmap will become an effective tool in this direction.”
