Farmers in Kostanay Region Propose Revising Grain Inspection Tariffs
Since January, grain samples for examination have been taken from each individual vehicle
A meeting of the sectoral council on agro-industrial complex issues was held at the Chamber of Entrepreneurs of Kostanay Region. One of the main topics was the current procedure for calculating the cost of quarantine phytosanitary examination services for agricultural products.
Since January of this year, the procedure has changed. As explained by the Chamber of Entrepreneurs, when agricultural products are imported, specialists now take grain samples from each individual truck. Previously, the examination was conducted for the entire consignment of products.
The cost of one phytosanitary examination is approximately 25,000 tenge. Due to the requirement to conduct a separate examination for each vehicle, agricultural enterprises face higher expenses when transporting products.
The position of the relevant authority at the meeting was presented by Marat Baimagambetov, Director of the Kostanay Regional Branch of the RSE on the REM “Phytosanitary” under the Committee of State Inspection in the Agro-Industrial Complex of the Ministry of Agriculture.
According to him, the current mechanism helps protect business interests in cases where quarantine objects are detected. If a violation is identified in a specific truck, only the volume of grain contained in that vehicle and subjected to examination is disposed of, rather than the entire imported consignment.
Representatives of the agricultural business sector, in turn, expressed disagreement with the current approach to pricing these services. Agricultural producers believe that tariffs for examinations should be reduced and strictly regulated in accordance with antimonopoly legislation.
Following the discussion, the Chamber of Entrepreneurs of Kostanay Region decided to submit an official request to the department of the Committee for Regulation of Natural Monopolies and Protection of Competition.
The request will seek a legal assessment of the current mechanism and clarification regarding the legality of pricing for quarantine phytosanitary examination services.
