Monitoring of expenditures revealed risks in agricultural subsidies in Kazakhstan

Identified factors may affect the effectiveness of state support for the sector

The Agency for Financial Monitoring identified risks of misuse and inefficient use of budget subsidies in the livestock sector amounting to 30 billion tenge. This was stated by the head of the agency, Zhanat Elimanov, during a meeting with President of Kazakhstan Kassym-Jomart Tokayev.

According to the Akorda press service, the risks were identified during the analysis and monitoring of budget expenditures.

Earlier, at the beginning of 2026, the government approved a Comprehensive Plan for the Development of Livestock Farming for 2026–2030, which предусматривает the introduction of new crediting mechanisms for the industry. The plan also includes measures of state support, including subsidies.

According to the plan, its implementation is expected to increase the number of cattle from 7.9 million to 12 million head, and small livestock from 20.2 million to 28 million head. In addition, meat production is projected to grow from 1.2 million to 1.8 million tons, while exports are expected to nearly double from 82 thousand to 165 thousand tons.
