New Cluster in Konaev: 15 Billion Tenge Investment in Grain Processing

Konaev Agro Cluster Targets Export and Regional Processing Growth


A major investment project in agro-processing has been launched in Almaty region — construction of a large agro-industrial cluster has started in the city of Konaev. The project is being implemented by LLP “Kapshagay Biday Onimderi,” a company with over 14 years of experience in the production of flour, feed, and vegetable oils.

According to Kazakhstan's Ministry of Agriculture, the cluster will include several production facilities: a flour mill, an oil and fat production plant, a feed plant, and a packaging (sack) manufacturing facility. The total production capacity of the complex will be 1,500 tons of grain per day. This will allow for significant volumes of raw agricultural products to be processed locally, reducing logistics costs and increasing the added value of the final products.

A key focus of the project is its export potential. It is expected that up to 1 million tons of finished products will be supplied annually to international markets, including China. This creates a strong basis for strengthening Kazakhstan’s position in the global agri-food market.
The total investment in the project is 15 billion tenge. The cluster is expected to create around 300 new jobs, which will additionally stimulate local infrastructure development and employment in the region.

The project is part of 11 major investment initiatives currently underway in Konaev, with a combined value exceeding 240 billion tenge. Among them are the Sofood Kaz plant for cheese and French fries production (49.2 billion tenge), residential construction projects, a tourism cluster, and healthcare infrastructure. According to local authorities, over 1,000 jobs have already been created, and annual tax revenues exceed 6 billion tenge.

The agro-industrial cluster in Konaev may become one of the region’s key hubs for agricultural processing and a driver of export-oriented growth. Its implementation reflects increasing private sector interest in agro-industrial development and contributes to Kazakhstan’s long-term strategy for boosting domestic production capacity.
