Kazakhstan Adopts New Law on Soil Protection
The law is aimed at preserving soil fertility and ensuring the sustainable development of the agro-industrial sector
The Senate of the Parliament of the Republic of Kazakhstan has approved the Law "On Soil Protection" together with a package of related amendments to legislation governing land relations and the development of the agro-industrial sector.
The new law establishes unified legal and organizational foundations for the state's soil protection policy and provides for the introduction of modern approaches to soil management.
The document defines unified concepts, objectives, and principles of the state policy on soil protection, clearly delineates the responsibilities of government agencies, provides for the establishment of a unified integrated soil monitoring system, and introduces mandatory requirements for landowners and land users regarding the preservation, reproduction, and restoration of soil fertility. In addition, the law strengthens scientific support for the sector, including soil surveys, agrochemical analyses, and the implementation of modern technologies for sustainable land use.
At the same time, senators approved amendments to the Land Code of the Republic of Kazakhstan and the Law "On State Regulation of the Development of the Agro-Industrial Complex and Rural Areas." The amendments are intended to bring existing legislation into line with the provisions of the new law.
According to the statement, the adoption of the Law "On Soil Protection" marks another important step in implementing the state's policy on the rational use of land resources. Its implementation is expected to improve the effectiveness of public administration in soil protection, reduce the rate of land degradation, preserve and restore soil fertility, and create additional conditions for the sustainable development of the agro-industrial sector and the strengthening of the country's food security.
Furthermore, the new law provides a legal framework for the wider application of modern agricultural technologies, the development of scientific support for the sector, and increased responsibility among all participants in land relations for preserving fertile soils, one of Kazakhstan's most valuable natural resources.
