Changes to beef export rules proposed in Kazakhstan

Changes to quota distribution rules may expand the number of companies eligible to export beef

The Ministry of Agriculture of Kazakhstan has prepared a draft order introducing amendments to the Rules for the distribution of quantitative restrictions (quotas) on beef exports. The proposed changes are aimed at expanding the number of companies that will be able to export beef abroad. The decision was previously approved at a meeting of the Interdepartmental Commission on Foreign Trade Policy.

The draft document proposes adjustments to the criteria applied to beef exporters. In particular, the minimum capacity threshold for feedlots that have their own meat processing plants is proposed to be reduced from 5 thousand to 500 head.

In addition, feedlots with a livestock capacity of at least 5 thousand head that do not have their own meat processing plants but cooperate with third-party meat processing enterprises are also expected to receive the right to export.

It should be recalled that the government previously approved the Comprehensive Plan for the Development of Livestock Farming for 2026–2030. The document предусматривает increasing the cattle population from 7.9 million to 12 million head, as well as expanding meat exports.

As the sector develops, the authorities plan to gradually ease existing restrictions on meat exports.
