KTZ's Application to Increase Freight Transportation Tariffs Rejected
The regulator found no sufficient economic justification for an early revision of the current tariff rates
The Committee for Regulation of Natural Monopolies (CRNM) has rejected the application submitted by JSC Kazakhstan Temir Zholy (KTZ) for an early revision of tariffs for main railway network (MRN) services. The announcement was made by the Association of Kazakhstan Freight Railway Carriers.
According to the Association, the regulator conducted a comprehensive review of the submitted materials and held public hearings involving government agencies, the National Chamber of Entrepreneurs Atameken, and representatives of the media. Following the review, the CRNM concluded that the application did not provide sufficient economic justification to amend the existing tariffs before the end of their approved validity period.
Tariffs for main railway network services were approved at the end of 2025 for the 2026–2030 period. As a result of the decision, the current tariff rates will remain in effect in accordance with the previously approved schedule.
Earlier, on April 14, Kazakhstan Temir Zholy submitted an application to the Committee for Regulation of Natural Monopolies requesting an early increase in the five-year tariffs for main railway network services for the 2026–2030 period, with the proposed changes to take effect on June 1, 2026.
Among the proposed amendments was an increase in tariffs for the transportation of certain types of cargo, including grain, for which the tariff was proposed to rise by 2.6 times.
