Kazakhstan increases recycling fee on agricultural machinery from Russia and Belarus

The revision of rates is aimed at leveling the playing field in the market

The Ministry of Ecology, Geology and Natural Resources has approved amendments to the methodology for calculating the recycling fee, providing for increased rates on vehicles and machinery imported from Russia and Belarus. The order will come into force 30 days after its official publication.

According to the updated methodology, the recycling fee is calculated based on a base rate and two coefficients. The first coefficient applies to machinery produced in Kazakhstan or imported from other countries (excluding Russia and Belarus). The second coefficient applies to products imported from Russia and Belarus and significantly exceeds the first.

The changes affect a wide range of motor vehicles and self-propelled agricultural machinery, including tractors and grain and forage harvesters of various power categories. A single base rate is maintained for all types of machinery, while the final payment amount depends on the applied coefficient.

Earlier, the Ministry of Industry of Kazakhstan noted that Russia and Belarus apply additional customs coefficients to vehicles manufactured in Kazakhstan, which are not предусмотрены by EAEU rules. In this regard, the increase in the recycling fee is considered a measure to level market conditions.
