Early Retirement and Grants for Children: Government Strengthens Support for Livestock Breeders

Social incentives and workforce support drive livestock sector development in Kazakhstan

At a meeting of the Public Council on the Development of the Agro-Industrial Complex, the draft Comprehensive Plan for the Development of Agribusiness in the Livestock Sector for 2026–2030 was reviewed and unanimously approved. The new strategic document places emphasis not only on production indicators but also on addressing the sector’s pressing social challenges.

One of the key features of the presented plan is a set of measures aimed at eliminating the workforce shortage. According to the Ministry of Agriculture, the document provides for a significant expansion of social support for industry workers.

In particular, the профиль ministry has initiated a revision of working conditions for shepherds and herders. The proposed benefits include: • a reduction in the retirement age for workers in these professions; • deferment from compulsory military service; • priority allocation of educational grants for the children of livestock breeders.

This approach is intended to enhance the prestige of these professions and attract qualified specialists to rural areas.

The Comprehensive Plan was developed in accordance with the instructions of the Head of State. The main target indicators of the program include a large-scale increase in livestock production volumes, growth in productivity, and a significant expansion of Kazakhstan’s export potential.

The document is the result of work by a broad intersectoral group. Members of Parliament, deputy akims of the regions, representatives of the scientific community, the financial sector, as well as experts from the National Chamber of Entrepreneurs “Atameken” took part in shaping the strategy. Such a composition made it possible to take into account the interests of both the state and real business.

Following the discussion, members of the Public Council unanimously approved the draft, paving the way for its further implementation.
