300 Billion Tenge Allocated for Concessional Lending to the Livestock Sector
Government support is expected to boost production, improve productivity, and modernize the industry
A ceremonial event dedicated to the Day of Veterinary Service and Livestock Industry Workers was held in Astana. The event brought together members of the Government, Parliament deputies, representatives of the scientific community, farmers, heads of agricultural enterprises, and industry veterans from across Kazakhstan.
On behalf of Prime Minister Olzhas Bektenov, Deputy Prime Minister and Minister of National Economy Serik Zhumangarin congratulated the participants. He emphasized that livestock farming remains one of the key sectors of agriculture and plays a vital role in ensuring the country's food security. According to him, following the instructions of the Head of State, the Government approved Comprehensive Development Plans for the livestock and veterinary sectors for the next five years. These plans will serve as the foundation for modernizing the industry, increasing its efficiency, and strengthening its competitiveness.
In 2026, 300 billion tenge has been allocated to concessional lending programs for the livestock sector. The new government support measures are expected to increase production volumes, improve productivity, and create additional opportunities for agricultural producers.
Serik Zhumangarin noted that the Government will continue to create favorable conditions for the introduction of modern technologies, the expansion of export potential, the development of new markets, and the improvement of the welfare of rural workers.
Minister of Agriculture Aidarbek Saparov stressed the symbolic importance of honoring representatives of the livestock and veterinary sectors together, noting that modern livestock production cannot exist without an effective veterinary service. According to him, the gross output of Kazakhstan's livestock sector reached 3.8 trillion tenge in 2025, increasing by 3.3%.
The Minister also announced that a Comprehensive Livestock Development Plan for 2026–2030 has been prepared. It aims to modernize the industry, expand production, and improve government support mechanisms.
As part of the plan, the concessional lending programs "Igilik," "Bereke," and "Zhailau" have already been launched. These programs are designed to finance the purchase of breeding livestock, replenish working capital, and develop pasture infrastructure. At the same time, additional incentives are being introduced to support modern breeding technologies and pedigree livestock farming.
The Minister also focused on the development of the veterinary service. He stated that the Comprehensive Veterinary Development Plan for 2026–2030 has been adopted, providing for the modernization of veterinary infrastructure and improved financial support for specialists.
The plan allocates 66 billion tenge for the construction and modernization of veterinary facilities, equipping laboratories with modern equipment, renewing specialized vehicles, and strengthening the material and technical base. An additional 22 billion tenge will be allocated to increase the salaries of veterinary specialists and develop the sector's human resources.
The ceremony concluded with the presentation of state and departmental awards. Serik Zhumangarin presented the Order of "Kurmet" and letters of appreciation from the Prime Minister of Kazakhstan to distinguished representatives of the livestock and veterinary sectors. Minister of Agriculture Aidarbek Saparov awarded departmental medals, badges, and honorary certificates.
