Prodcorporation moves transport subsidy applications online

The National Operator for Grain Resources Management (“Prodcorporation”) is transitioning the process of receiving applications for reimbursement of transportation costs into a digital format. This reform is driven by the need to ensure transparency in fund allocation following intervention by the antitrust authority.

According to reports, the Agency for Protection and Development of Competition (APDC) has initiated a review of logistics subsidy procedures for wheat exporters. The reason for this action was the analysis of the operator’s current activities. During the audit, it was found that when processing paper applications, the principle of chronological order was violated, creating unequal conditions for market participants.

In response to the regulator’s notice, “Prodcorporation” decided to implement an electronic document submission system.

What will change for agricultural producers:

  1. Single Window: Applications will be accepted exclusively through a specialized electronic portal. This will eliminate the human factor in application registration.

  2. Public Registry: According to the APDC, the operator is obliged to publish information about all received applications on its official website, accurately recording the date and time of submission. This approach allows exporters to monitor their position in the queue in real time.

Representatives of the antitrust authority emphasized that this set of measures is aimed at completely eliminating the possibility of manipulating the order of document consideration in the future.

Recall that the state support program, which provides for subsidizing transportation costs when exporting wheat to remote markets, started at the beginning of 2025. This measure proved to be in demand among agricultural producers, prompting the government to extend the subsidy rules into 2026.

The introduction of digital tools is intended to make this mechanism not only effective but also fair for all players in the grain market.
